Froakie has 108 speed, 88 HP and 1.04× attack in the fixed snapshot. The speed maximum is specific to these 29 starters; it is not a claim about every Pokémon or every upgraded run. Its HP is 22 below the roster maximum of 110.
Speed contributes one third of the normalized composite score. Froakie's lower HP and attack leave its overall result below the six S-tier partners. The A label therefore does not mean its speed lead was overlooked, and it is not a measured survival disadvantage.
Starting move: Water Gun
Water Gun is a water projectile with pierce set to 1 in the move definition. Froakie, Sobble and Quaxly all begin with it, so speed does not give Froakie a unique starting move. Movement and projectile positioning are considerations inferred from the data, not controlled run results.
The move-evolution definition pairs Water Gun with Scald. Level 5 Water Gun and an attack upgrade taken in the current run make its gold evolution card eligible. Maximum move level alone is insufficient; the card still needs to be offered and selected.
Froakie compared with Sobble and Quaxly
Sobble has 107 speed, 92 HP and 1.08× attack. Froakie gains just 1 speed point while giving up 4 HP and 0.04 attack multiplier. That narrow speed edge explains why selecting the fastest partner does not also select the highest three-stat score.

Yes, among the 29 starters in revision c31715d: its speed is 108. That statement does not cover non-starter Pokémon or later revisions.
Why is Froakie A tier instead of S?
The score also includes HP and attack. Its 88 HP and 1.04× attack reduce the combined result even though its speed reaches the roster maximum.
Does Froakie start with a different move from Sobble?
No. Both start with Water Gun in this snapshot. Their base HP, attack and speed differ.
