Sobble's 1.08× attack ties Mudkip for the highest attack multiplier among water starters in the 29-partner snapshot. Both have 92 HP, but Sobble's 107 speed is 12 points above Mudkip's 95. Sobble is not the fastest water starter: Froakie reaches 108.
Sobble sits in S tier under the site's equal-weight HP, attack and speed formula. Its placement reflects a combination of strong attack and speed rather than an HP lead. Water Gun's behavior is outside that calculation.
Starting move: Water Gun
Water Gun is a water projectile with a pierce value of 1 in the pinned move definition. Unlike a close-range arc, it provides a projectile starting option. Positioning enemies along its path is a suggestion drawn from that definition, not a measured damage or survival claim.
Water Gun's move evolution is Scald in this revision. Raise Water Gun to level 5 and take the attack upgrade in the same run to make the gold evolution card eligible. It is a possible card selection after those requirements, not an automatic change at level 5.

Sobble has both higher speed and higher attack. Those gains outweigh its 3-HP deficit under the equal-weight formula, putting Sobble in S and Quaxly in A.
Does Water Gun become Scald automatically?
No. Level 5 Water Gun and an attack upgrade taken during the current run make its move-evolution gold card eligible; the evolution still depends on receiving and choosing that option.
